Abstract
Organized labor entered the 20th century full of hope. Labor leaders had become convinced, through such violent struggles as the Pullman Strike, that more peaceful means must be found to settle labor-management disputes. Many industrial leaders had also become aware of the economic and political difficulties caused by long and bitterly-fought strikes.
