Abstract
U. S. county government in general, and county managers in particular, are some of the least known entities of the U. S. government system, though counties affect most of the people in this country. Even though county governments are not very active in some areas of the country (eg., the Northeast), they are, nevertheless, basic providers of public services to the citizenry of the United States.
